What's tactical light?
It's a powerful flashlight that goes on your rifle so you can see in dark places.

The FBI agent I talked to reccomended holding the flashlight as far from your body as possible so when they shoot at the flashlight, you aren't a target. Of course he probably meant a semi-auto handgun or the large gauge shotguns they carry. I'm sure night vision or infrared would be more useful for guerilla warfare anyway.

That's a myth.
A burst from an automatic assault rifle can pretty covers an entire hallway or door in a MOUT (Military Operations on Urbanized Terrain) environment, so holding the flashlight away from your body doesn't do you any good.

I'll agree with that. He said that they hit a guy in the arm through a trailer with a slug out of a big shotgun and it broke the guy's back.
Most people don't carry large assault rifles in America, so they would stand out in a criminal situation. FBI agents are supposed to be smarter than going up against that sort of firepower without equivalent armament and overwhelming numbers on their side.
It's not really that difficult to buy assault rifles here in America. Especially here in Utah. It took me 10 minutes to walk out of a gunshop with a legal AK-47.

I was saying it's abnormal for people to walk around town with an assault rifle, not difficult. It might be in a case in their car, or you could shoot it out away from town, but flash one in public and the swat team will be after you.
